When is an authorised representative required under the AI Regulation?

The AI Act requirements for the appointment of an authorised representative are set forth in Article 22 and Article 54. It is necessary for providers or operators of AI systems without a registered office or establishment in the EU if they:

Provide or put into operation high-risk AI systems (Art. 22) on the EU market.
Provide general purpose AI models (Art. 54) on the EU market.

The authorised representative serves as a central point of contact for authorities and affected persons and fulfils the primary function of proving the company’s AI Act compliance in the Union upon request.
